Library Rules
LIBRARY ACCESS CONDITIONS
Users may use the library under the following conditions:
ISTE academic staff, students, and administrative staff, as well as academic and administrative staff and students participating in exchange programs and special agreements, are considered internal library users. These users can become library members and utilize all library services if they apply for membership to the ISTE Library: Information Discovery Center. Users who do not meet these criteria are considered external library users. External users cannot become library members; however, they can utilize library services within the physical library space. Students must be library members to borrow books/materials. Members are obligated to inform the library of any changes to their identity and contact information. Otherwise, the ISTE Library: Information Discovery Center is not responsible for any consequences arising from the inability to contact members. Library materials may not be removed from the library without permission. Users who attempt to remove materials from the library without permission or who damage library materials will be reported to the Rectorate for legal action. Members leaving the University for any reason must sever their ties with the library.
RULES TO BE FOLLOWED IN THE LIBRARY
Mobile phones must be switched off upon entering the library and should not be used inside.
No drinks or food other than bottled water may be brought into the library.
Quiet behavior should be maintained, and behaviors that disturb other users should be avoided.
Books taken from the shelves should be left on the tables; do not attempt to return them to the shelves.
Library members may not remove library information resources from the library without processing them through the library automation program. Otherwise, disciplinary action will be taken against them. Legal action will be initiated against users who are not library members.
Users are obliged to comply with the Law No. 5846 on Intellectual and Artistic Works when using library information resources. Users are individually responsible for violations of intellectual property and other rights protected by national and international laws. Library members are required to keep their email addresses up-to-date. If a library member fails to report a change to their email address, any notification sent to their current email address will be considered valid. The security of the library collection is ensured by a magnetic door control system and cameras. The library is not responsible for the loss or theft of your personal belongings.
MEMBERSHIP REQUIREMENTS
To become a member of our library, you must be an internal user of our University; academic or administrative staff, and an associate, undergraduate, or graduate student. Readers from outside the university, external users, may use library resources; however, they cannot become members.
Students wishing to become members must present their Student ID Card. Students without an ID Card or who have lost it can become members with a "Student Certificate" obtained from the Student Affairs Office. Members agree to abide by library rules.
LOAN RULES
Library information resources are loaned to members according to the rules stated below.
a) Borrowing and returning transactions are carried out by authorized personnel or the borrowing/return device. Transactions for printed information resources with attachments and those already reserved cannot be processed through the borrowing/return device.
b) Individuals borrowing library information resources are responsible for using them carefully and returning them at the end of the loan period.
c) Members must present their university ID cards when borrowing information resources.
d) Borrowing and extension of loan periods cannot be done using another member's ID card.
e) The number and duration of loan periods for which members can borrow information resources are determined by the Library Advisory Board.
f) Members can make reservations through the automation program using their own user accounts. Reservations are valid for 3 days; if not borrowed within this period, they expire.
g) Loan extensions via the automation program can begin 5 days before the return date. Loan periods for books past the return date and information resources reserved by another member cannot be extended.
h) Reserved information resources cannot be returned using the loan-return device; this can only be done at the unit responsible for loan-returns during business hours. If reserved information resources cannot be returned after business hours due to the absence of a staff member to process the return, no late fee will be applied, provided the return is completed on the following business day.
i) Users with overdue library information resources cannot borrow new resources or extend their loan period without returning the overdue resource and paying the late fee.
j) The library reserves the right to return borrowed information resources without waiting for the due date if deemed necessary.
Members must return the requested information resource to the library within 3 days at the latest. Members who fail to return the resource within the specified time will have their borrowing rights suspended for 1 month.
k) Members will receive an automatic warning email from the Library Automation System 5 days before the due date of borrowed information resources. However, members are responsible for keeping track of the return dates of borrowed resources. Failure to receive the email will not be considered a reason to avoid penalties for delays.
l) Users who are not library members cannot borrow information resources; however, they can use them within the library.
m) The number of books that can be borrowed, and the loan and extension periods are as follows:

BOOKS AND OTHER MATERIALS NOT RETURNED ON TIME
For each library material not returned on time, the member will be penalized with a ban on borrowing printed resources for the number of days the loan is overdue. The amount of the penalty and, if deemed necessary, the penalty limits are determined by the Library Advisory Board upon the recommendation of the Department Head and may be revised using the same method according to current conditions. No penalty will be applied if a procedural error caused by personnel or lending equipment is identified by the Department Head. If the user documents the reason for the delay (e.g., medical report), the date range specified in the document will not be considered in the penalty calculation. Graduation and disassociation procedures for students with outstanding books will not be processed until the books are returned.
MATERIALS NOT AVAILABLE FOR LOAN
The following materials are not available for loan:
Encyclopedias, dictionaries, atlases,
Periodicals,
Unpublished theses,
Rare manuscripts and prints,
Maps and slides,
Works that are out of print or reserved as determined by the units,
Music scores,
Collection pieces, artistic materials, etc.,
Other materials that the Department deems unsuitable for removal from the library.
Readers may only use such materials within the library and, if necessary, under the supervision of a staff member.
DAMAGE OR LOSS OF BORROWED BOOKS/MATERIALS
In case of loss (damage, damage rendering unusable, etc.) of a borrowed book/material, the following rules apply:
If a borrowed information source is lost or damaged beyond repair, the member will be asked to provide an identical copy. If this is not possible due to it being out of print, the member will be asked to provide a new edition if one is available. The cost of consumables such as security tape and labels used in the preparation of replacement information resources is also accrued as an expense. These amounts are determined annually by a commission established by the Department Head. If the information resource is not provided, the member who lost or damaged the resource will be charged the market value of the replacement resource plus the cost of consumables for each resource. For resources whose return date has passed, a daily late fee will be collected separately from the member. The market value of the replacement resource is determined by the Valuation Commission established in accordance with the Movable Property Management Regulation. The information resource is no longer considered lost if the user provides the original or the latest edition of the book and returns it to the library.
LIBRARY DISMISSAL
Students leaving the university due to retirement, resignation, transfer, graduation, or other reasons, including those on contract or temporary assignments, must have their dismissal documents signed by the Department Head. Dismissal documents will not be signed until members return borrowed resources and pay any outstanding fines.
The personal information of any member leaving the university without returning borrowed resources will be reported to the Rectorate for legal action.
Graduation and dismissal procedures for students with outstanding book returns will not be processed until the books are returned. Dismissed members cannot borrow books or use electronic resources from outside the campus. Dismissed members can still benefit from the rights granted to users within the Central Library.
DONATION ACCEPTANCE CONDITIONS
The principles to be applied in providing information resources to the library through donation and exchange are as follows:
Information resources that are suitable for the aims, educational and research needs of Iskenderun Technical University, have not lost their relevance or scientific value, and support researchers in social, cultural and literary aspects are accepted as donations. Except for manuscripts and rare printed books, works in the social sciences published more than 30 years ago (from the date of donation); works in the natural and applied sciences published more than 10 years ago are not accepted. There is no date restriction for literary works. Information resources that are physically damaged, have missing pages, or bear the stamp of another institution cannot be accepted as donations. Information resources used for ideological and religious propaganda, incompatible with moral rules, etc., and multiple copies of the same source cannot be accepted as donations. Newspapers and publications given as promotions by newspapers are not accepted as donations. Documents and other private papers and belongings containing personal notes of the donor are not accepted as donations and cannot be included in the library collection. Periodicals that do not maintain volume integrity within themselves, publications that do not complement the existing collection, single issues, and separate reprints of articles are not accepted as donations. Primary and secondary school textbooks, mimeographed or photocopied information resources, or pirated editions are not accepted as donations. A special collection or space that would disrupt the integrity of the library collection cannot be created for donors. However, if the donated information resources consist of manuscripts, rare books, or a rich collection on a specific subject, a special section may be created. The decision on this matter rests with the Library Advisory Board. Donated information resources are delivered to the Library with a "Donation Delivery Receipt". The Department Head has the authority to decide whether donated information resources will be added to the library collection, whether those not added will be donated to other institutions, or whether they will be sent for recycling. The Library and Documentation Department sends a letter of thanks to donors, informing them about the fate of their donated resources. The inside cover of each donated printed resource is stamped by the Library and Documentation Department with the inscription: "Donated to our library by ………………." Priority in preparing donated books and other materials for use is given to resources requested by faculty and students, as well as those purchased.
